SAUSALITO, Calif. — The newly appointed city manager of Sausalito was arrested Friday after authorities said she allegedly broke into a luxury yacht and attempted to take control of the vessel less than three weeks after beginning her new role.
Elaine Forbes was taken into custody on July 18 after Marin County Sheriff’s deputies responded to a report of suspicious activity at the Sausalito Yacht Harbor. Officials said she was found aboard a 66-foot yacht and now faces allegations of attempted theft as the unusual case draws attention across Northern California.
Authorities Say Yacht Was Targeted Before Sunrise
According to the Marin County Sheriff’s Office, deputies responded to the marina around 6 a.m. following reports of a noise disturbance from a nearby resident.
When deputies arrived, they found Forbes inside the three-story yacht. Investigators allege she had entered the vessel without permission and manipulated its controls in an apparent attempt to steal it.
Authorities also claimed Forbes either consumed alcohol found on the yacht or discarded alcohol she had brought aboard before deputies arrived.
“I’m Having a Bad Morning,” Officials Say She Told Deputies
When deputies ordered Forbes to leave the vessel, officials said she refused and made an unusual statement.
According to investigators, Forbes told deputies, “I’m having a bad morning,” before asking them to “get off my boat.”
She was subsequently arrested without further incident and booked into the Marin County Jail, where authorities said she was held on $50,000 bail.
The investigation into the incident remains ongoing.
City Says Forbes Was Already on Administrative Leave
The arrest came just two days after Sausalito officials had placed Forbes on administrative leave following a closed-session meeting of the City Council.
In a statement released by the city, officials emphasized that municipal operations would continue uninterrupted.
“The work of the City of Sausalito continues without interruption under the leadership of Acting City Manager Brandon Phipps and our dedicated municipal staff,” the city said.
Officials added that the City Council is expected to discuss the situation and determine next steps during an upcoming public meeting.
Family Cites Mental Health Crisis
Following the arrest, Forbes’ family released a statement asking the public not to rush to conclusions, saying she had been experiencing a mental health crisis.
“We ask that no one rush to judgment based on limited information,” the family said. “As the facts become clearer and Elaine obtains legal and healthcare counsel, we hope people will respond with compassion, patience and respect.”
City leaders also acknowledged the emotional impact of the situation, describing it as “a very difficult and sensitive situation” for Forbes, the City Council and the broader community. Officials said their thoughts remain with Forbes and her family during this difficult time.
Investigation Continues
Authorities have not released additional details about what may have led to the incident or whether any damage was caused to the yacht.
The allegations announced by law enforcement represent the prosecution’s account of events. Forbes has been arrested in connection with the investigation, but the allegations have not been proven in court, and she is presumed innocent unless and until proven guilty.
